What is Leave Quota? Meaning and Example

A leave quota is the total number of days of a particular leave type that an employee is entitled to in a leave year, such as 12 days of casual leave or 18 days of earned leave. It sets the ceiling for the year, while accrual decides how and when those days are credited.

How leave quotas are set

The company fixes quotas in its leave policy, within any minimums in the laws and rules that apply to it, such as the annual leave rule for workers under the OSH Code and the state's Shops and Establishments rules. Quotas often differ by employee category, such as staff and workers, or by grade, and part-year employees get a pro rata quota. Some leave types have a quota per event rather than per year, such as five days of bereavement leave for each bereavement.

Explaining these five numbers in one place, with a worked example, prevents most of the leave queries HR receives in a year. Put the explanation in the leave policy and on the self-service screen, not only in the induction deck.

Reviewing quotas

Review quotas once a year against how leave is actually used. If most people lose casual leave every year, the quota may be too high or taking it may be too hard. In ZeniaHR, the default leave types come with monthly rates of CL 1, EL 1.5 and SL 0.5 days, equal to 12, 18 and 6 days a year, which HR can edit, and each leave type can limit the maximum days per spell and per application.

Example: An Ahmedabad chemicals company sets yearly quotas for office staff of 12 days of casual leave, 6 days of sick leave and 18 days of earned leave on a calendar leave year. Accounts executive Ketan Shah joined on 1 July 2026, so for 2026 he was entitled to half of each: 6 days of CL, 3 of SL and 9 of EL, credited month by month from July.

What is the difference between leave quota and leave balance?

The quota is the total leave you are entitled to in the leave year for a leave type. The balance is what you can use right now: what has been credited so far, plus any carry forward, minus what you have taken. Early in the year your balance may be well below your quota if leave is credited monthly.

Can the leave quota differ between employees?

Yes. Companies often set different quotas by category, such as workers and staff, by grade, or by employment type, as long as they meet the minimums in the laws that apply. Joiners and leavers usually get a pro rata quota for the part of the year they work. The leave policy should show each quota clearly.
