What is Headcount in HR? Meaning and Example

Headcount is the number of people employed by an organization at a point in time, counted as individuals regardless of the hours they work. HR reports it by department, location, employment type and grade, and uses it for budgets, hiring plans, statutory thresholds and metrics such as the attrition rate.

What counts in headcount

Every company needs a clear rule, because the answer changes the number. Typically, active headcount includes permanent, probationer and fixed-term employees on the rolls on a given date, including those on leave. It excludes consultants and staff supplied by contractors, which are tracked separately, and the policy should say where interns fall. Employees serving notice count until their last working day. Write the rule into the HR reporting policy, so every report, from the board pack to the attrition calculation, uses the same count.

Types of headcount

The gap between sanctioned and active headcount shows the open positions, which feeds the hiring plan. Watching it every month stops a department from quietly running below strength for a whole year while everyone assumes the vacancies are being filled.

Headcount vs FTE

Headcount counts people. Full-time equivalent (FTE) counts work capacity: two part-time staff working half the normal hours are 2 in headcount but 1.0 FTE. Headcount matters for statutory thresholds, facilities and per-person costs like insurance, while FTE matters for workload and productivity analysis. Example: On 31 March 2026, a Nagpur logistics company had 412 employees on its rolls: 360 permanent, 38 on probation and 14 fixed-term. Its budget for 2026-27 allowed 450 positions, leaving 38 open. It also had 95 loaders supplied by a contractor, which HR reported separately as contract headcount. Its average headcount for 2025-26, used for the attrition rate, was 398.

What is the difference between headcount and FTE?

Headcount is the number of individual employees, whatever their hours. FTE, or full-time equivalent, converts hours worked into full-time units. A team of eight full-time and four half-time employees has a headcount of 12 and an FTE of 10. Use headcount for people-based costs and thresholds, and FTE for workload and capacity planning.

Are contract workers included in headcount?

Usually not in the company's own headcount, because they are employed by the contractor. Companies generally report them separately as contract headcount or contract labour, since they still affect workspace, safety planning, costs and the principal employer's compliance duties. Define the rule in your reporting policy so every report counts them the same way.
