What a PMS includes
A PMS is the system; the appraisal is one event inside it. When a company says 'our PMS cycle starts in April', it means the full sequence from goal setting to the rating conversation and the increment letter.

Designing a PMS for an Indian company
Start with what the system must decide. If ratings drive increments, you need a clear scale, calibration and records. If the aim is growth, give feedback and development plans more weight. Fit the cycle to the business: a retail chain may review store staff monthly on sales and audit scores, while an engineering firm reviews annually with a mid-year check. Keep the forms short. A PMS that takes managers two days per employee will be filled in the night before the deadline.

What is PMS in HR?
PMS in HR stands for performance management system: the process, and often the software, used to set employee goals, track progress, give feedback, run appraisals and act on the results through increments, promotions, development plans or improvement plans. It covers the whole year, not only the annual appraisal meeting.
What is the difference between PMS and performance appraisal?
Performance appraisal is one step, the periodic review that produces a rating. A performance management system is the full cycle around it: goal setting, check-ins, feedback, development, calibration and the appraisal itself. A company can run appraisals without a real PMS, but then ratings rest on memory rather than on evidence gathered through the year.
