One list per plant, not one per company
A company with plants in Hosur and Pune needs two lists. Pongal matters in Hosur, while Gudi Padwa and Ganesh Chaturthi matter in Pune. Keep Republic Day, Independence Day and Gandhi Jayanti on both, then add festival holidays for each state in the number your state's rules and standing orders set. The head office on the general shift may follow a third list, and that is fine as long as each worker sees only the list that applies to their plant.
Shutdowns: settle the rule before the dates
A plant may close for five days around Diwali or for a week in May for preventive maintenance. For workers the question is simple: are these days paid holidays, earned leave or unpaid? Settle it under your standing orders, announce the dates in writing at least a month ahead, and apply the same rule in every department.
If shutdown days are charged to earned leave, check balances in advance. New joiners and workers who used their leave for a family emergency may not have enough, and the plant should decide before the shutdown, not after, whether those days become unpaid or are advanced against next year's leave.
Holiday duty for maintenance and utilities
Shutdown is the busiest week of the year for the maintenance department. Electricians, fitters and utility operators overhaul presses, clean compressor rooms and service transformers while production rests. Their holiday work needs a clear reward, either overtime at the holiday multiplier or a comp-off to use later, and their roster should be fixed before the shutdown is announced so their own family plans are not upset at the last minute.

Optional holidays for a mixed workforce
Plant workforces come from many states and faiths. Two or three optional holidays a year, chosen from a published list that includes Eid, Christmas, Chhath, Onam and Guru Nanak Jayanti, let workers mark their own festival without closing the plant. Set a pick limit and ask workers to choose in January, so supervisors know by then which days a line will be short and can plan cover early.

How many holidays does a factory give in a year?
It depends on your state's rules and your standing orders. Plant calendars usually carry the three national holidays, Republic Day, Independence Day and Gandhi Jayanti, plus festival holidays chosen for the state, and some add one or two optional holidays. Check your state's notified list before publishing, and keep separate lists for plants in different states.
Are Diwali shutdown days paid holidays or leave?
Either can be correct if it matches your standing orders and workers are told in advance. Some plants declare shutdown days as paid holidays, others charge them to earned leave, and a few split them. Put the rule in writing, apply it to every department, and decide beforehand what happens to workers without enough leave balance.
How are factory workers paid for working on a holiday?
They are paid extra or given a compensatory day off, as your policy says. Plants often use a separate holiday multiplier for overtime pay, or credit a comp-off that must be used within a set period. Work beyond the prescribed hours is overtime, and overtime is paid at twice the ordinary wage rate with the worker's consent.
