Reports to: Plant HR Manager
Location: [City], [office, branch or site]
About the role
A Labour Welfare Officer looks after the wellbeing of workers in a factory: canteen, drinking water, restrooms, first aid, creche, health check-ups, welfare schemes and complaints about living and working conditions. The role is common in large plants in textiles, chemicals, engineering and food processing, and works closely with the IR and safety teams. It reports to the Plant HR Manager. A good welfare officer is trusted by workers and keeps facilities working every day, not only on inspection day.
Key responsibilities
- Inspect the canteen, drinking water points, restrooms, washrooms, lockers and rest shelters daily, and get defects fixed with the admin team.
- Monitor canteen food quality, hygiene, rates and timings with the canteen committee, and act on complaints.
- Arrange health check-ups, eye and hearing tests and first-aid training with the factory medical officer.
- Run the creche where the plant provides one, covering caretakers, timings, hygiene and feeding breaks for mothers.
- Help workers use ESI benefits, PF withdrawals and nominations, and state welfare board schemes.
- Counsel workers on personal, family, debt or addiction problems, and refer serious cases to specialists.
- Coordinate the canteen, safety and welfare committees, and record their minutes.
- Support transport, safety arrangements and restrooms for women workers on night shifts.
- Organize health camps, sports, family days, festival celebrations and awareness drives on alcohol and tobacco.
- Maintain the welfare records and returns required by the state rules, and keep them ready for inspection.
Requirements
- Master's in social work (MSW) or a degree or diploma in labour welfare
- Graduate in any discipline
- Working knowledge of ESI benefits and the state's factory welfare rules
- 2 to 6 years in labour welfare, personnel or social work in factories

What does a labour welfare officer do?
A labour welfare officer looks after workers' wellbeing in a factory. The role checks canteens, drinking water, restrooms and first aid, runs health check-ups and the creche, helps workers use ESI and PF benefits, counsels workers with personal problems and coordinates welfare committees and events.
What qualification is required for a labour welfare officer?
Employers usually ask for an MSW or a degree or diploma in labour welfare, along with knowledge of ESI benefits and the state's factory welfare rules. Some state rules prescribe specific qualifications for the post, so check the rules that apply to your factory. Fluency in the local language is essential.
What is the difference between a labour welfare officer and an HR officer?
A labour welfare officer focuses on workers' living and working conditions: canteen, health, creche, welfare schemes and counselling, mostly in factories. An HR officer handles HR administration such as records, leave, transfers and correspondence. The welfare officer usually works alongside the plant's HR and IR team rather than replacing it.
