NOC letter format for employees

A no objection certificate, or NOC, is a letter in which the employer states that it has no objection to an employee doing something outside work, such as applying for a passport, travelling abroad on leave, applying for a visa or joining a part-time course. The authority or embassy uses it to confirm the employer knows and agrees. A good NOC is specific: one purpose, the dates, and a line that employment continues on the same terms.

When to use it: Issue it when the employee applies in writing with the purpose, the authority it is meant for and, for travel, approved leave dates. The reporting manager confirms there is no work objection and HR checks leave. It is signed by the HR head or another authorised signatory. Issue a fresh NOC for every new purpose.

What to include

One purpose per certificate

Name a single purpose and the authority it is addressed to. A general NOC for any purpose can be misused and is often rejected by embassies that want a specific letter.

Leave dates and return date

For foreign travel, state the approved leave and the date the employee resumes duty. Embassies look for proof that the applicant has a job to return to.

Who pays for the trip

For personal travel, state that the employee bears the expenses. It prevents any reading that the company is sponsoring the trip or guaranteeing costs.

Employment continues unchanged

A line that employment continues on existing terms is what the authority needs. It also makes clear the NOC does not approve anything beyond the stated purpose.

Give an official phone number and HR email. Passport offices and embassies sometimes call to confirm, and a working official contact avoids delays.

Frequently asked questions

Do private employees need an NOC for a passport?

Passport rules treat government and PSU employees differently from private employees, and the current requirements are listed on the Passport Seva website. A private employee may still choose to submit an employer NOC, for example to support an address or employment claim. HR can issue one on request for that specific application.

Is an NOC from the employer required for a visa?

Many embassies ask for a letter from the employer confirming employment, approved leave and the return date, sometimes called an NOC or leave letter. Check the checklist of the specific embassy or visa centre, and write the NOC to match what it asks for.

Can an employer refuse to give an NOC?

An employer can decline if the purpose conflicts with the employee's duties or company policy, for example taking up work with a competitor, or if leave has not been approved. For personal matters like a passport or a holiday abroad with approved leave, refusing without reason only damages trust.

How long is an employee NOC valid?

An NOC has no fixed validity by default, so state it in the letter: for travel, the leave dates; for a course, the course period. Authorities often prefer a recently dated letter, so employees should ask for a fresh NOC for each new application.
