Promotion policy template

A promotion policy sets out how employees move to a higher grade or role: who is eligible, how they are nominated and assessed, who decides, when promotions take effect and how pay changes. Written criteria stop promotions from depending on who is closest to the boss, and show employees what they need to demonstrate to move up. It covers promotions in the annual cycle and out-of-cycle moves to fill vacancies.

When to use it: Adopt it once you have a grade structure, and publish it with the performance calendar so employees know when promotions are considered. The leadership team approves the criteria and the promotion budget, HR administers it, and department heads apply it. Revisit it whenever grades or the salary structure change.

1. Purpose

This policy makes promotions at [Company Name] fair, transparent and based on performance and readiness for the next level, within an approved budget.

2. Scope

It applies to confirmed employees in all grades. Moves to a different role in the same grade are lateral moves, handled under the Transfer Policy or the Internal Job Posting Policy.

3. Definitions

  • Promotion: a move to a higher grade, usually with a new designation, greater responsibility and higher pay.
  • Minimum time in grade: the service in the current grade required before promotion is considered.
  • Promotion panel: the group that assesses nominees and recommends decisions.

4. Policy

  • Promotions are considered once a year after the appraisal cycle, effective from [1 April], and out of cycle only to fill an approved vacancy at a higher grade.
  • To be eligible, an employee must be confirmed, have at least [Number] years in the current grade, have a rating of [Meets Expectations] or above in the last [Number] cycles, have no active written warning and not be on a performance improvement plan.
  • Nominees are assessed on performance, demonstrated ability at the next level, any qualification or certification the new role requires, and whether the business needs the role at the higher grade.
  • Managers nominate eligible employees, and employees may ask their manager to be considered.
  • A panel of [Department Head, HR and a Head from Another Function] assesses nominees. For [Grade] and above, this includes an interview or presentation.
  • A promotion carries a pay increase of [Percentage] or takes pay to the minimum of the new grade's range, whichever is higher.
  • Employees promoted into their first people-management role may serve a trial period of [Number] months in the new role.

5. Procedure

  • HR sends managers the list of eligible employees by [Date].
  • Managers submit nominations with evidence by [Date].
  • The panel meets and recommends, and [Designation] approves within the promotion budget.
  • HR issues promotion letters stating the new designation, grade, pay, reporting line and effective date, and updates records and payroll.
  • Managers give specific feedback to nominees who were not promoted within [Number] days of the decision.

6. Responsibilities

  • Managers: nominate on evidence and give honest feedback.
  • Promotion panel: apply the criteria consistently across departments.
  • HR: check eligibility, run the panel, issue letters and update payroll.
  • Finance: confirm the promotion budget.

7. Exceptions

An out-of-cycle promotion for someone who does not meet the minimum time in grade needs written approval from the managing director with specific reasons, which are kept on file.

8. Review

HR reviews this policy every [24] months, checking promotion rates by department, gender and location for signs of inconsistency, and after any change to the grade structure.

What to include

Clear eligibility

State the minimum time in grade, rating history and other conditions. Employees then know when they can be considered, and managers cannot nominate on favour alone.

Criteria beyond ratings

Look at readiness for the next level and whether the role is needed, not only past ratings. A strong individual performer may not yet be ready to manage people.

A panel, not one manager

Use a panel with a member from another function. It reduces bias and keeps standards consistent across departments.

Pay on promotion

Fix the minimum increase and require pay to reach at least the bottom of the new grade range, so promoted employees are not paid below peers.

Effective dates

State the effective date in the letter and update payroll from that date. If a promotion is approved late, pay the difference as arrears.

Feedback for those not promoted

Give nominees who were not promoted specific feedback on what is missing. It keeps good people engaged for the next cycle.
