What the production department is responsible for
Production takes the weekly and daily plan from planning and runs it: allocating operators to machines at the start of each shift, issuing material from stores, setting up and changing over machines, meeting hourly output targets and recording production, rejection and downtime in the shift report. Supervisors check that work instructions and safety rules are followed and that quality gives first-piece approval after every setup. The department also owns productivity measures such as output per man-hour and overall equipment effectiveness, drives kaizen and 5S on the shop floor, and trains new operators on the job alongside senior workers.
Production at 50, 500 and 5,000 employees
In a 50-person workshop, the owner or a works manager runs production with one supervisor per shift and a group of skilled operators and helpers, often working a single general shift with overtime in peak months. In a plant of about 500 employees, a production manager runs the plant floor through shift in-charges, supervisors and line leaders for each section, such as machining, assembly and painting, with a production planning and control engineer who sets daily targets.
A manufacturer with 5,000 employees usually runs several plants, and each has a plant head with a production head below, section managers for each shop, shift engineers, supervisors and team leaders, and hundreds of operators working three shifts. A corporate manufacturing excellence team standardizes processes across plants. Many workers are ITI-qualified operators, apprentices or fixed-term employees, who hold full employee status under the Industrial Relations Code.
How production works with quality, maintenance and stores
Production cannot run without its neighbours. Planning gives the schedule and changes it when orders move. Stores issues raw material against requisitions and receives finished goods at the end of the shift. Quality approves the first piece, inspects in process and holds or rejects lots, and the production supervisor must respect a hold even when the dispatch deadline is close. Maintenance attends breakdowns and runs preventive maintenance in agreed windows, for which production has to release machines. HR supplies manpower, takes shift attendance through the gate biometric, and handles overtime, discipline and the standing orders.
Shift reporting lines and approvals
Operators report to a line leader or supervisor, who reports to the shift in-charge or shift engineer, then the section or production manager, the plant head and the head of manufacturing. Leave for operators is approved by the supervisor and then HR, with a limit on how many people from one line can be off on the same day. Overtime is planned by the shift in-charge and approved by the production manager; under the OSH Code it earns double the ordinary wage rate and needs the worker's consent. Shift changes need the supervisor's approval so every line keeps its minimum crew. Changes to the production plan beyond a day go through planning and the plant head.

A production supervisor runs a line or section during a shift. They allocate operators to machines, brief the crew, issue material, track hourly output against target, record rejection and downtime, enforce safety and work instructions, get first-piece approval from quality, and hand over pending work to the next shift. They also approve operators' leave requests before HR.
Who does the production manager report to?
The production manager reports to the plant head or works manager, who runs the whole plant including maintenance, stores and administration. In a single-plant company the production manager may report directly to the managing director or a technical director. In multi-plant groups the plant head in turn reports to a head of manufacturing.
How many shifts does a production department run?
It depends on demand and the process. Batch and engineering units often run one general shift with overtime, assembly plants commonly run two shifts, and continuous processes such as chemicals, steel, glass or spinning run three eight-hour shifts all week with rotating weekly offs. Each shift needs a named in-charge and a minimum crew per line.
